Pet shop operators may only offer dogs and cats obtained from animal control centers, animal care facilities, kennels, pounds, or training facilities operated by government subdivisions, or from humane societies and rescue organizations.

Pet shop operators may sell dogs and cats from breeders only if the breeder holds a valid USDA Class "A" license listing all site addresses where regulated animals are located.

Breeders must own or possess no more than 5 female dogs or cats capable of reproduction in any 12-month period, and no more than 5 such females may be housed at the site where the retail animal was born or housed.

Pet shop operators may obtain dogs and cats from persons who only breed and raise dogs themselves without USDA licensing, publicly operated pounds, private non-profit humane societies, rescues, or animal adoption events.

Pet shop operators must maintain records verifying compliance for 2 years after obtaining animals, with records open to inspection by Department of Agriculture inspectors; the act becomes effective January 1, 2020.
