Amends the Juvenile Court Act of 1987 to change gender-specific language in Section 1-5 from "his" to "or her" regarding parental rights in juvenile proceedings.

Adds language allowing counsel appointments to be withdrawn, vacated, or substituted pursuant to Supreme Court Rules or the Code of Civil Procedure.

Establishes that the Department must maintain a system to respond to inquiries from parents or putative parents about whether their child is under the custody or guardianship of the Department and direct them to the appropriate court of jurisdiction.

Makes technical clarifications to existing provisions regarding foster parent rights, counsel appointment requirements, notice procedures, and judicial discretion in juvenile court proceedings involving abuse, neglect, or dependency cases.
