• Eliminates the "Efficiency Initiatives Revolving Fund" and redirects cost savings from state efficiency initiatives to the General Revenue Fund instead, except for Illinois Department of Transportation savings which go to the State Construction Account Fund.

• Repeals multiple obsolete funds and programs including the I-FLY Act, Transportation Development Partnership Act, portions of the State Finance Act, and various tax credit sections from the Illinois Income Tax Act.

• Removes references to the Immigration Reform and Control Fund from the Illinois Public Aid Code and eliminates provisions allowing counties to direct sales tax revenues to the Transportation Development Partnership Trust Fund.

• Repeals the Capital Litigation Trust Fund provisions and removes associated provisions from the Unified Code of Corrections and Counties Code.

• Makes technical corrections to various state statutes including updates to the Clerks of Courts Act fee structure and modifications to banking and financial institution regulations.
