Amends Illinois Vehicle Code Sections 11-907 and 12-215 to allow tow trucks to use red, blue, and white oscillating, rotating, or flashing lights.

Modifies Section 11-907(c) to include "red, blue, and white" lights (in addition to existing red and blue combinations) as authorized emergency vehicle signals that trigger right-of-way yielding requirements for approaching drivers.

Updates Section 12-215(b)(1) to permit tow trucks to display red, blue, and white oscillating, rotating, or flashing lights in combination with amber and white lights under specified conditions.

Maintains existing restrictions that lights on tow trucks shall not be lighted while operating in Illinois, except when the tow truck is licensed in a state requiring such lights.
