• Removes exemptions for large retail customers of electric utilities from energy efficiency and demand-response measure requirements under the Public Utilities Act Section 8-103B.

• Large retail customers previously exempt were those of utilities serving over 3,000,000 customers with peak demand exceeding 10,000 kilowatts, or utilities serving 500,000-3,000,000 customers with peak demand exceeding 10,000 kilowatts; this bill eliminates those exemptions.

• Applies to multi-year plans commencing after December 31, 2017, making all retail customers subject to the same energy efficiency and demand-response standards.

• Takes effect immediately upon becoming law.
