Amends the Illinois Pension Code Section 22-306 to add requirements for cities with population exceeding 1,000,000 inhabitants regarding medical care and hospital treatment for injured police officers and firefighters.

Requires cities to notify injured employees within a reasonable period of time after an accident whether they are entitled to benefits under the medical care provision.

Mandates that cities provide medical care and hospital treatment benefits to injured employees prior to issuing the eligibility notification, regardless of the city's benefit determination.

Preempts home rule powers for cities with population over 1,000,000 and applies only to home rule units, not other cities or villages.

Exempts the state from reimbursement requirements under the State Mandates Act for implementing this legislation, which takes effect immediately upon passage.
