• Amends the Illinois Public Aid Code to require the Department of Healthcare and Family Services to provide patient credit files to nursing homes enrolled in Medicaid managed care networks at the same time files are provided to managed care organizations.

• Mandates Medicaid managed care organizations verify payer source using the Medical Electronic Data Interchange (MEDI) System or its successor before denying claims for services provided to nursing home residents not assigned to the organization.

• Requires the Department to grant Medicaid managed care organizations access to the MEDI System for verifying payer source and resident liability.

• Takes effect immediately upon becoming law.
