Creates a 28-member Protection of Individuals with Disabilities in the Criminal Justice System Task Force with members appointed by the Governor, Attorney General, Supreme Court, State Treasurer, Guardianship and Advocacy Commission, and General Assembly leadership within 90 days of enactment.

Requires Task Force membership to include circuit judges, prosecutors, public defenders, disability advocates, law enforcement, individuals with disabilities, parents/guardians, and representatives from correctional oversight and service agencies reflecting racial, ethnic, geographic, and disability diversity.

Task Force shall examine issues affecting adults and juveniles with disabilities in police interactions, detention, counsel representation, criminal justice participation, family communication, and disability accommodations while considering public safety.

Task Force must meet at least 4 times with first meeting within 120 days, and submit findings and recommendations to the Governor, Attorney General, and General Assembly by September 30, 2020.

Act is repealed on January 1, 2022, and takes effect upon becoming law.
