Requires public library districts to hold a referendum in addition to passing an ordinance to annex territory (adds "and referendum" to the annexation requirement).

Makes the board of trustees mandatory to certify annexation questions to the election authority if a petition is filed, removing the previous discretionary option to vacate the ordinance.

Simplifies the notice requirements by removing specific language about petition signatures, voter thresholds, and petition filing deadlines from published notices.

Validates all annexations completed by districts before this Act's effective date that complied with prior statutory requirements.

Repeals Section 15-20 of the Public Library District Act of 1991 in its entirety.
