Creates the Pediatric and Rare Disease in Children Research Fund as a special fund in the State treasury, administered by the Department of Public Health.

Directs fund moneys to support grants to Illinois organizations conducting research, investigation, and experimentation on pediatric and rare diseases in children to achieve cures or treatment options.

Prohibits grant funds from being used for institutional, organizational, or community-based overhead or indirect costs.

Establishes an income tax checkoff on individual returns for taxable years ending on or after December 31, 2019, allowing taxpayers to voluntarily contribute any amount (minimum $1) to the fund, which reduces their refund or increases their payment due.

Permits the Department to use fund moneys to provide additional funding to existing programs funded by the Childhood Cancer Research Fund; takes effect immediately upon enactment.
