Amends Section 11-1401 of the Illinois Vehicle Code to exclude locked vehicles with running engines started by remote starter systems from "unattended vehicle" requirements, but only in municipalities with populations less than 250,000.

Amends Section 11-1429 to add an exemption allowing diesel vehicles to idle indefinitely when started by remote starter system, limited to municipalities with populations less than 250,000.

Maintains existing excessive idling restrictions for diesel vehicles in designated "affected areas" (Cook, DuPage, Lake, Kane, McHenry, Will, Madison, St. Clair, Monroe counties and specified townships), with a 10-minute idling limit per 60-minute period under normal conditions.

Preserves existing exemptions for emergency vehicles, buses, auxiliary equipment operation, and other specified circumstances in the affected areas.

Takes effect immediately upon becoming law.
