IL HB3008

Amends the Animal Welfare Act Section 3.6 regarding acceptance and handling of stray dogs and cats by animal shelters.

Requires animal shelters to scan stray dogs and cats for microchips within 24 hours of intake and attempt to contact the owner using all available contact information.

Grants secondary contacts listed on a microchip or the microchip purchaser (if a nonprofit organization, animal shelter, animal control facility, pet store, breeder, or veterinary office) the right to reclaim the animal if the primary contact cannot be located or refuses to reclaim it.

Mandates a second microchip scan before transferring, adopting out, or euthanizing any stray animal to confirm owner information has not changed.

Allows animal shelters to proceed with adoption, transfer, or euthanization only after confirming the owner cannot be located or refuses to reclaim the animal through all required contact attempts.
