Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to impose a 1% tax rate on gun safes and locks designed to secure firearms, effective January 1, 2020.

Reduces the standard tax rate of 6.25% to 1% specifically for sales of gun safes and firearm security locks across all four tax categories.

Takes effect immediately upon becoming law, with the reduced tax rate applying beginning January 1, 2020.
