IL HB3027

Amends the Illinois Public Aid Code to expand medical assistance coverage for dental care and anesthetics provided in hospitals or ambulatory surgical treatment centers to individuals with medical conditions requiring hospitalization or general anesthesia for dental procedures, or individuals who are persons with disabilities.

Defines "person with a disability" as anyone with a chronic disability attributable to mental or physical impairment that is likely to continue and results in substantial functional limitations in areas including self-care, language, learning, mobility, independent living, or economic self-sufficiency.

Expands coverage for dental care and anesthetics provided by licensed dentists or physicians in dental offices, oral surgeons' offices, hospitals, or ambulatory surgical treatment centers for individuals of any age diagnosed with autism spectrum disorder or developmental disability.

Defines "developmental disability" as a disability attributable to intellectual disability or related conditions (including cerebral palsy, epilepsy, or autism) that manifests before age 22, is likely to continue indefinitely, and results in substantial functional limitations in three or more areas of major life activity.

Requires the Department of Healthcare and Family Services to reimburse dental service providers at the same rates used by the Medicare program for similar services.
