Illinois Commerce Commission may establish a program to promote expanded use of energy saving programs for residential and small commercial customers.

Program shall include thermostats, lights, plugs, and other devices allowing customers to control and reduce energy usage, with brand-neutral promotion and incentives for both homeowners and renters.

Commission must initiate collaborative workshops on or before September 1, 2020, and every 2 years thereafter with stakeholders, retail electric suppliers, energy advocates, and industry representatives developing energy-saving devices.

Workshop recommendations shall be included in the annual report of the Office of Retail Market Development.

Bill does not modify rights or obligations under Sections 8-103B and 8-104 of the Public Utilities Act or divert funding from those sections.
