Requires licensure by the Illinois Commerce Commission for persons and entities engaged in selling retail electricity supply, retail natural gas supply, energy efficiency products, or demand response services to residential and small business customers, effective one year after enactment.

Mandates that all energy services agents disclose to potential customers before providing sales information that they are not employed by the local utility in their service territory.

Establishes licensing procedures requiring energy services agents to complete Commission-approved training courses, pay an annual fee of no more than $50, and renew licenses annually.

Creates requirements for energy services entities to ensure all employees and contractors complete annual training, certify compliance with consumer protection rules, pay an annual fee of at least $250, and file reports on agents and complaints.

Authorizes the Illinois Commerce Commission to enforce discipline through a progressive scale: first violation results in license suspension of at least one month; second violation within 5 years results in suspension of at least 6 months; third or subsequent violation within 5 years results in suspension of at least 2 years.
