Establishes a joint expedited long-term care eligibility determination and enrollment system across the Departments of Human Services, Healthcare and Family Services, and Department on Aging.

Requires streamlined application process by July 1, 2019 that minimizes applicant burden, integrates online data sources, provides online alerts for missing information, and includes training for caseworkers and applicants.

Nursing facilities must submit all medical assistance applications online via the Application for Benefits Eligibility (ABE) website within 30 days after completion of 3 regional trainings, with no local offices permitted to refuse electronic filings or request hard copies.

Requires expedited eligibility processing for applicants meeting specified criteria including prior Medicaid benefits, no asset transfers during look-back period, Supplemental Security Income receipt, or income at or below 100% federal poverty level with resources within allowable limits.

Mandates monthly public reporting of pending applications, denials, appeals, and redeterminations by processing time categories, and requires the Auditor General to report every 3 years on departmental compliance with federal and state eligibility determination requirements.
