Creates the Theresa Tracy Trot - Illinois CancerCare Foundation Fund as a special fund in the State treasury to support pancreatic cancer research through the Illinois CancerCare Foundation.

Authorizes the Illinois Department of Human Services to issue Universal special license plate decals with a $25 fee for original issuance ($10 to the new cancer fund, $15 to the Secretary of State Special License Plate Fund) and $25 for renewal ($23 to the cancer fund, $2 to the Secretary of State fund).

Universal special license plates may be affixed to passenger vehicles of the first division, including motorcycles and autocycles, or motor vehicles of the second division weighing not more than 8,000 pounds, and expire according to multi-year registration procedures.

Organizations authorized to issue decals must comply with Secretary of State rules and recipients of license plate fees must maintain compliance with the Charitable Trust Act and Solicitation for Charity Act, providing annual compliance letters from the Attorney General.
