Amends the Capital Development Board Act to require managed care organizations under contract with the Department of Healthcare and Family Services to submit annual procurement reports by April 15 each year.

Annual reports must document procurement goals and actual spending for female-owned, minority-owned, and veteran-owned enterprises, with both goals and spending expressed as percentages of total work performed.

Reports must be submitted in searchable Adobe PDF format and published on the Capital Development Board's website for at least 5 years.

Requires the Capital Development Board and participating entities to hold annual public workshops beginning in 2020 to address supplier diversity goals and structural impediments, including testimony from participating entities and subject matter experts.

Capital Development Board shall maintain a publicly available website database of supplier diversity points of contact for each participating entity and the certifications each entity recognizes.
