Amends the Illinois Life and Health Insurance Guaranty Association Law to require the Association to submit its plan of operation to the Director of Insurance within 200 days.

Changes the deadline for submitting a suitable plan of operation from 180 days to 200 days, removing the reference to "following the effective date of this Article."

Allows the Director to adopt reasonable rules if the Association fails to submit a suitable plan within 200 days or fails to submit required amendments.

Replaces the word "assure" with "ensure" in the statute regarding fair, reasonable, and equitable administration of the Association.

Maintains existing requirements for plan of operation content, member insurer compliance, assessment protest procedures, and delegation of Association powers.
