Creates the App Privacy Protection Act, requiring private entities that own, control, or operate websites, online services, or software applications to disclose in customer agreements whether third parties collect electronic information from Illinois users' digital devices.

Requires disclosure of the names of third parties collecting electronic information and the types or categories of information they collect.

Declares that any waiver of the Act's provisions is void and unenforceable, and any agreement created or modified after the effective date that does not comply with the Act is void and unenforceable.

Establishes that violations of the App Privacy Protection Act constitute violations of the Consumer Fraud and Deceptive Business Practices Act.

Amends the Consumer Fraud and Deceptive Business Practices Act to add the App Privacy Protection Act to the list of acts whose violations are considered unlawful practices.
