HB3052 - License to Work Act Summary

• Reinstates driving privileges for individuals whose licenses were suspended or canceled due to: theft of motor fuel convictions, mental disability findings, Liquor Control Act violations (with occupant requirement added), toll violations, and misdemeanor motor vehicle convictions without actual physical control of the vehicle.

• Limits license suspension authority by requiring "actual physical control" of a vehicle as a condition for license revocation in cases of misdemeanor motor vehicle violations and criminal trespass to vehicles.

• Modifies Liquor Control Act violation suspensions to require that the person was an occupant of a motor vehicle at the time of the violation, narrowing the scope of automatic suspensions.

• Removes mandatory license suspension provisions for failure to pay fines/penalties related to 10+ parking violations and toll violations, eliminating debt-based driving privilege restrictions.

• Effective July 1, 2020; repeals sections concerning motor fuel theft license suspension and toll violation suspension authority.
