Amends the Illinois Municipal Retirement Fund (IMRF) to increase reimbursement liability for municipalities that fail to notify the Board when re-employing an annuitant who must be considered a participating employee.

Changes reimbursement amount from one-half of annuity payments made after suspension should have occurred to the full total of those payments.

Expands the triggering condition for reimbursement to include annuitants whose age enhancement and creditable service under an early retirement program is subject to forfeiture.

Requires the IMRF to notify annuitants upon retirement and at least annually that they must report if they return to work for any participating employer, and to maintain a system tracking annuitants who have returned to work.

Exempts the implementation of this mandate from State reimbursement requirements under the State Mandates Act.
