IL HB3059

Creates a new African American Youth Employment Plan requiring the Department of Central Management Services to develop and implement plans improving state services delivery to African American youth ages 18-25.

Requires each state agency to implement targeted strategies and programs including developing new testing procedures for professional titles, creating trainee opportunities, posting jobs on social media (Facebook, Twitter), and discussing hiring goals in staff meetings.

Requires state agencies to develop or expand recruitment databases of African American organizations to increase candidate pools and recruitment opportunities.

Mandates each state agency to report annually to the Department and Department of Human Rights on implementation activities, employment statistics, training programs, and budget allocations related to African American employment and youth employment plans.

Takes effect immediately upon becoming law.
