Changes Adult Protective Services Act to require face-to-face assessments include interviews or consultations regarding allegations with service agencies, immediate family members, and individuals with knowledge of the adult's circumstances.

Requires consent of the eligible adult for interviews and consultations, except when the provider agency is acting in the best interest of an adult unable to seek assistance or when investigating allegations against a compensated caregiver.

Makes assessments, casework, and follow-up of self-neglect reports subject to sufficient appropriation; requires referral of self-neglect reports to appropriate agencies if funding is insufficient for statewide implementation.

Requires provider agencies to refer evidence of crimes against eligible adults to law enforcement and to immediately report suspected abuse or neglect-related deaths to the coroner or medical examiner.

Requires consultation with law enforcement when any person other than the alleged victim refuses to allow an investigation, interferes with the investigation, or refuses access to the eligible adult.
