Secretary of State shall issue distinctive registration plates for non-highway vehicles (all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles) that meet specified safety requirements including brakes, steering apparatus, tires, rearview mirror, reflectorized warning devices, headlights, tail lamps, brake lights, and turn signals.

Non-highway vehicle owners must pay an annual registration fee of $76, distributed as: $1 to State Police Service Fund, $30 to Road Fund, and $45 to the county of residence for county road fund.

Registered non-highway vehicles may operate on any street, highway, or roadway with a posted speed limit of 35 mph or less, or on county highways with a posted speed limit of 55 mph or less.

Registered non-highway vehicles may make direct crossings at State highways, municipal streets, county highways, and road district highways at approximately 90 degrees to traffic flow, with complete stops and yielding to other traffic, but cannot cross tollroads, interstate highways, or controlled access highways.

Non-highway vehicle operators must have valid driver's licenses and maintain mandatory motor vehicle insurance coverage.
