Creates the Statewide Materials Management Advisory Committee to investigate and recommend strategies for expanding waste reduction, recycling, reuse, and composting in Illinois while protecting environment and public health.

Committee composed of 25 voting members appointed by the Agency Director, representing municipalities, counties of various sizes, solid waste and recycling industries, environmental groups, manufacturers, retailers, compost producers, and recycled product manufacturers, plus one ex officio nonvoting Agency Director representative.

Director must appoint all committee members by January 1, 2020, with initial meeting convened by March 1, 2020; members receive no compensation and Agency provides administrative support funded through the Solid Waste Management Fund.

Committee must submit a comprehensive report to General Assembly by July 1, 2021, including waste generation and disposal estimates (2018 baseline), diversion rates, market analysis, targeted materials for diversion, recommended actions with costs, education programs, and achievable diversion rates for 2025, 2030, and 2035.

Report must also include recommendations for county waste management plans, including standard methodologies for measuring waste generation, disposal and diversion rates, and recommended plan content; committee automatically repeals on July 1, 2022.
