Amends the Mental Health and Developmental Disabilities Code to require persons admitted to developmental disability facilities have access to sex education, related resources, and treatment planning to protect them from sexual exploitation and abuse.

Requires Individual Service Plans for clients receiving residential DD/ID services to include a case-by-case assessment of each client's need for sex education, conducted by a planning team including the recipient, guardian(s), and licensed healthcare professionals.

Mandates the Department of Human Services approve sex education course materials, with materials from Illinois public school special education programs serving as the primary source; materials must be scientifically accurate, age-appropriate, and cover topics including disease prevention, safety, predator awareness, and rejecting unwanted advances.

Specifies that licensed healthcare professionals must conduct assessments and primary teaching of sex education, with unlicensed direct caregivers supporting the process and licensed professionals evaluating effectiveness.

Grants guardians final authority to approve or disapprove proposed sex education plans unless inconsistent with federal/state law or court documentation, but allows providers to pursue administrative or legal action if they believe a guardian's decision is not in the individual's best interests.
