Reduces the sales tax rate from 6.25% to 1.25% on clothing and school supplies during a sales tax holiday from August 2, 2019 through August 11, 2019.

Applies the reduced 1.25% rate to both the Use Tax Act and the Retailers' Occupation Tax Act for sales tax holiday items during the specified period.

Amends the State Finance Act sections governing Local Government Tax Fund and County and Mass Transit District Fund to account for the temporary reduced tax rate on holiday items.

Takes effect immediately upon becoming law.
