Amends the Public Utilities Act to require the Illinois Commerce Commission to consider evidence about "environmental externalities" when determining public convenience and necessity for proposed crude oil pipelines and alternate locations.

Defines "environmental externalities" as benefits or costs generated as a by-product of economic activity that do not accrue to the parties involved and manifest through changes in the physical or biological environment.

Adds environmental externalities as factor (10) to the list of considerations the Commission must address in pipeline licensing decisions, allowing any party or entity participating in the proceeding to present relevant evidence.

Requires the Commission to address all evidence presented in its written order and state reasons if its determination contradicts any evidence submitted.
