Creates the Small Business Advocate Act establishing four independent Offices of the Executive Small Business Advocate within the Attorney General, Secretary of State, Comptroller, and Treasurer positions, each with separate appropriations and staff.

Requires every State agency with 500 or more employees to establish an independent Office of the Small Business Advocate under a Small Business Advocate appointed on basis of integrity and demonstrated ability.

Defines small businesses as independently owned concerns with fewer than 50 full-time employees or gross annual sales less than $4,000,000.

Directs Small Business Advocates to assist small businesses in understanding state requirements, facilitate interactions with government, testify on legislation, comment on rules, and identify unnecessary regulatory burdens.

Requires each Office to submit annual reports to the Governor and General Assembly beginning January 1, 2021, detailing operations, recommendations, and other relevant information.
