Amends the Wrongful Tree Cutting Act to define "stumpage value" as the value of timber standing uncut per board foot for merchantable portions as determined by Illinois forest products markets.

Establishes "protected land" definition to include property subject to conservation rights, registered Nature Preserves, land owned by conservation trusts or government agencies with conservation missions, but excluding residential and commercial areas.

Creates enhanced penalties for wrongful tree cutting on protected land, requiring payment of 3 times stumpage value plus remediation costs including cleanup, soil stabilization, native plant restoration, invasive species control, and related professional fees.

Authorizes courts to order up to 3 independent appraisals of stumpage value and require development of remediation plans by qualified professional foresters or ecological restoration professionals, with courts determining cost allocation between parties.

Extends Department of Natural Resources response time from 30 to 90 days for establishing value appraisals and provides that prevailing plaintiffs may recover expenses incurred in litigation.
