• Requires privately held public water utilities to submit annual reports to the Illinois Commerce Commission by April 1 each year, beginning the year after the bill's effective date, containing information for each district served.

• Annual reports must include operating income data, capital improvement costs and plans, usage and revenue by customer class, water quality reports, boil orders, water loss summaries, and major leak reports.

• Reports must detail water sources (surface vs. ground water), revenue and cost allocation methods across communities, and techniques used for allocating common costs.

• Utilities must provide reports to local emergency services disaster agencies discussing system conditions relevant to public safety for the previous calendar year.

• Exempts nonprofit water utilities exempt from federal income taxation under Section 501(c)(12) of the Internal Revenue Code from reporting requirements.
