Amends the Good Samaritan Act to prohibit free medical clinics from liability for civil damages resulting from acts or omissions in providing medical treatment, diagnosis, or advice, except for willful or wanton misconduct.

Extends liability immunity to licensed healthcare professionals (physicians, nurses, physician assistants, pharmacists, physical therapists, podiatric physicians, and social workers) who provide services in good faith at free medical clinics without compensation.

Defines "free medical clinic" as either an organized community-based program providing free medical care to individuals unable to pay (without general anesthesia or overnight stays) or a certified local health department program utilizing Volunteer Medical Reserve Corps members.

Requires free medical clinics to post a conspicuous notice explaining the exemption from civil liability for the immunity provisions to apply.

Extends immunity to physicians, hospitals, and other healthcare providers that treat patients referred from free medical clinics without fee or compensation, and permits clinics to accept voluntary contributions for overhead expenses only.
