• Excludes reckless driving (Section 11-501) and aggravated reckless driving (Section 11-503) violations from the $5 vehicle code fee, instead subjecting them to a $30 fee for guilty judgments or supervision grants.

• Removes the population limitation on $5 civil case fees, allowing all counties to collect the $5 civil case fee rather than restricting it to counties with populations of 1,000,000 or less.

• Maintains existing fee structures for other vehicle code violations, felonies, misdemeanors, and special court programs including drug courts, youth courts, Children's Advocacy Centers, and Court Appointed Special Advocates.

• Directs fee proceeds to county general funds for court system financing, with exceptions for DUI education programs, mental health courts, drug courts, and other specialized programs.
