Counties with fewer than 3,000,000 inhabitants may change whether their county assessor or supervisor of assessments is elected or appointed through county board ordinance or citizen petition signed by 2% of registered voters.

A referendum must be held at the next general election for voters to approve changing from elected to appointed positions or vice versa.

If voters approve making the position elected, the county assessor or supervisor of assessments is elected every 4 years starting at the next general election following referendum approval.

If voters approve making the position appointed, it becomes appointed after the current elected official's term ends, with the county board appointing qualified candidates to 4-year terms.

Candidates for county assessor or supervisor of assessments must hold specified professional certifications (such as Certified Illinois Assessing Official, Certified Assessment Evaluator, or Appraisal Institute credentials) and have at least 2 years of experience in property sales, assessments, finance, or appraisals.
