IL HB3151

Creates the Illinois Sentencing Policy Advisory Council under the Governor's jurisdiction to review sentencing policies and practices and their impact on the criminal justice system statewide.

Council membership includes legislative leaders, the Governor, Attorney General, judges, prosecutors, public defenders, victim representatives, community organizations, law enforcement, and corrections officials.

Council duties include collecting sentencing data, analyzing crime trends, preparing annual population projections, analyzing proposed sentencing legislation, and preparing criminal justice resource statements on fiscal impacts.

Requires the Council to study sentencing under Section 5-4.5-110 and provide annual reports to the Governor and General Assembly, with a comprehensive effectiveness report due by December 31, 2022.

Extends the Council's authority to request information from state and local agencies and removes the previous December 31, 2020 repeal date.
