• Amends the Electric Service Customer Choice and Rate Relief Law of 1997 by modifying infrastructure investment and modernization provisions for participating utilities serving over 1,000,000 customers in Illinois.

• Beginning in 2022, non-combination utilities must pay $10,000,000 per year for 5 years and combination utilities must pay $1,000,000 per year for 10 years to the energy low-income and support program for customer assistance focused on preventing disconnection and reconnecting customers with non-payment arrears.

• Modifies the performance-based formula rate calculation beginning in 2023 to reduce the non-equity component of capital structure by pension asset values, while maintaining investment return calculations on pension assets.

• Removes provisions requiring a December 31, 2017 Commission report on the infrastructure program and the inoperative date of December 31, 2022 for related provisions, allowing the program to continue indefinitely.

• Extends the 10-year performance metrics and financial penalty period for an additional 10 years with performance goals and penalties fixed at year 10 levels; effective immediately upon becoming law.
