Amends the Job Opportunities for Qualified Applicants Act to add new Section 17 regulating do-not-hire lists maintained by employers and employment agencies.

Prohibits individuals from being placed on do-not-hire lists unless they have committed a violent crime or the specific employment opportunity requires the employee to exercise fiduciary responsibility.

Requires employers and employment agencies to conduct annual reevaluations of all persons on their do-not-hire lists to determine whether they should remain listed.

Defines "violent crime" using the definition provided in the Rights of Crime Victims and Witnesses Act.
