Amends the Illinois Public Aid Code to add Section 5-30.11 regarding health care information disclosure to Medicaid managed care organizations.

Requires healthcare providers to release health care information of Medicaid recipients to Medicaid managed care organizations upon request, if the recipient has signed a general release form authorizing such disclosure to their insurance carrier.

Establishes that the purpose of sharing healthcare information is to improve health outcomes, care coordination, and assist in transitioning Medicaid recipients to different levels or settings of care.

Takes effect July 1, 2019.
