IL HB3160

Amends the River Edge Redevelopment Zone Act to establish two different qualification standards based on effective date.

Before the amendatory act's effective date, areas must be adjacent to a river, comprise 0.5 to 12 square miles, be entirely within a single municipality, and contain at least 100 acres of environmentally challenged land within 1500 yards of the riverfront.

After the amendatory act's effective date, areas qualify if they are located on a river, have a population under 30,000, and meet at least one of the following: median household income less than 80% of state median income for a household of 4, per capita personal income less than 60% of Illinois per capita income, or median home price less than 60% of state median home price.

Previously certified River Edge Redevelopment Zones under the original standards remain valid and are not affected by these changes.

Takes effect immediately upon becoming law.
