Amends Illinois Vehicle Code to authorize the Illinois Department of Veterans' Affairs to issue "In God We Trust" special license plate decals.

Original issuance fee is $20, with $5 going to the Illinois Veterans Assistance Fund and $15 to the Secretary of State Special License Plate Fund.

Renewal fee is $20, with $18 going to the Illinois Veterans Assistance Fund and $2 to the Secretary of State Special License Plate Fund.

Plates are available for passenger vehicles of the first division (including motorcycles and autocycles) and motor vehicles of the second division weighing not more than 8,000 pounds.

Creates framework for universal special license plates where authorized organizations issue decals and the Secretary of State collects associated fees for distribution according to statute.
