Mandates the Authority assess impacts on adjacent municipalities when eliminating oasis bridges, considering factors including noise, pollution, lighting, debris, emergency response needs, and whether adjacent municipalities should share in generated sales tax revenues.

Requires intergovernmental agreements between the Authority, the municipality where tollway property is located, and adjacent municipalities to provide adequate compensation when substantially impacted by tollway activities.

Authorizes the Authority to enter into agreements with local government units and other entities for toll collection, enforcement, and administration, and to cooperate on standardizing electronic toll collection systems in Illinois.
