IL HB3180

Amends the Counties Code to allow counties to adopt ordinances regulating businesses that involve exposure of specified anatomical areas, performance of specified sexual activities by any person within the premises, or sexually-oriented entertainment services or activities.

Expands regulatory scope to include any person performing such activities within a business's premises, rather than limiting regulations to activities by only employees, agents, or contractors in view of patrons.

Establishes that if a county creates a licensing program for adult entertainment facilities, licensing officials' decisions are subject to circuit court review under the Administrative Review Law.

Allows counties with code hearing units to enforce and prosecute violations of adult entertainment ordinances through their administrative adjudication programs.

Permits counties to authorize the State's Attorney to pursue civil actions to restrain violations, with courts able to impose fines up to $1,000 per day for each violation.
