Creates the Statewide Deferred Prosecution Funding Program Fund as a special fund in the State treasury to provide grants to State's Attorneys for operating deferred prosecution programs.

Grants shall cover 25% of county costs to operate deferred prosecution programs for misdemeanor offenses, subject to appropriation.

Eligible State's Attorneys must operate deferred prosecution programs allowing misdemeanor charges to be dismissed upon successful program completion.

Illinois Criminal Justice Information Authority shall establish by rule the selection criteria and procedures for awarding grants under the program.

Amends the Illinois Criminal Justice Information Act and the State Finance Act to implement the new funding program.
