IL HB3201

Designates all state-owned airplanes and helicopters as surplus property, with exceptions for those used for emergency medical services, Illinois State Police, and public university aviation training programs.

Requires the state administrator to sell surplus aircraft using competitive sealed bid method as soon as possible after the bill's effective date.

Directs all proceeds from aircraft sales to be deposited into the Education Assistance Fund.

Removes previous requirements that administrators determine whether aircraft are no longer needed, will not be used as trade-ins, or if universities have expressed need before disposal.

Takes effect immediately upon becoming law.
