Amends the Illinois Pension Code definition of "teacher" to remove reference to Article 17, clarifying eligibility for retirement annuity employment under the Teachers' Retirement System.

Removes the alternative calculation method for late contribution penalties, establishing a flat penalty of $50 per day for each day contributions are late, measured from the due date until receipt by the System.

Grants the Teachers' Retirement System board authority to prescribe different reporting requirements than those in Section 16-155, including separate requirements for different benefits or optional benefit plans employees choose to participate in.

Establishes that no state reimbursement is required for mandates created by this Act under the State Mandates Act.

Takes effect upon becoming law.
