IL HB3215

Amends the Illinois Municipal Code to require that term limits imposed by referendum, ordinance, or other means must be prospective only and cannot apply retroactively to offices held before the effective date.

Prohibits prior service in elective office before a term limit's effective date from disqualifying otherwise eligible candidates from running for or holding office in that municipality.

Declares term limits imposed inconsistently with these provisions to be invalid.

Applies to all term limits in municipalities located in counties with populations greater than 3,000,000 that were passed on or after November 8, 2016.

Limits home rule powers by preventing municipalities from regulating term limits in ways that conflict with these state requirements.
