Expands acceptable forms of proof for veteran status on Illinois identification cards and driver's licenses to include Department of Defense form DD-2 (Retired), federal Veterans Identification Card, and Department of Veterans Affairs summary of benefits letters, in addition to DD-214.

Removes requirement that Illinois Department of Veterans' Affairs confirm honorably discharged veteran status before Secretary of State issues identification cards or driver's licenses with veteran designation.

Establishes new verification process where Department of Veterans' Affairs receives applicant demographic information and attempts to confirm veteran status through due diligence, including written contact; applicant must confirm status or card/license will be cancelled if unable to verify.

Maintains existing provisions requiring proof of lawful United States status for REAL ID compliant identification cards and driver's licenses, with alternative non-REAL ID driver's licenses available for those unable to provide such proof.
