Electric utilities serving more than 3,000,000 customers in Illinois shall spend $10,000,000 per year in 2017, 2021, and 2025 on job training and employment programs.

Utilities must fund a $3,000,000 solar training pipeline program designed to train solar installers for projects authorized under the Illinois Power Agency Act, with a goal that at least 50% of trainees come from environmental justice communities.

Utilities must fund a $3,000,000 craft apprenticeship program for trades and skills in the electric industry over a period not exceeding 4 years.

Utilities must fund $4,000,000 in multi-cultural jobs programs distributed among six diversity-focused community organizations with proven records of successful job training delivery.

Utilities must fund construction of 5 employment training centers located in: the west side of Chicago, Ford Heights, Waukegan, Bloomington, and Peoria, with costs to be determined by the utility.
